
Irwine Clare, Sr., O.D., is a trailblazer who has dedicated his life to empowering the Jamaican Diaspora. As the co-founder and managing director of Caribbean Immigrant Services, Inc. (CIS), based in New York, Clare has been instrumental in mobilizing Caribbean immigrants toward greater civic engagement. Founded in 1995, CIS has helped thousands of Caribbean nationals secure U.S. citizenship and the right to vote, giving them a voice in shaping their futures.
Clare’s commitment to the Jamaican Diaspora goes beyond citizenship advocacy. Clare is the visionary founder and CEO of the non-profit organization Team Jamaica Bickle. For nearly two decades, Team Jamaica Bickle has been a lifeline for Jamaican and Caribbean athletes, coaches, and officials participating in the annual Penn Relays in Philadelphia. Through fundraising efforts exceeding $1 million USD, the organization has provided essential support, including meals, transportation, and medical care, to ensure the athletes' success on and off the track. Clare’s tireless dedication continues to strengthen the bond between Jamaica and its Diaspora, leaving a lasting impact on future generations.
His invaluable contributions were recognized on National Heroes Day, October 15, 2012, when the Government of Jamaica conferred the Order of Distinction upon him for his outstanding service to Jamaicans overseas.

Thanks to this man in all that he does. For years, I've only heard about him and helping our athletes at Penn Relays, and piqued my interest to start that yearly sojourn. I drive 5hrs yearly with my family just to reconnect with my homeland, our people, our athletes and get ready for all the international track meets. Thanks again, Mr. Irwine Clare. Well done!
